GPS can give a user his location, and the only way to relay that info to someone else is use a wireless network. So the second the parolee goes into a place with bad or no reception, he disappears off the watchers screens.

But its a stretch anyway to imagine that not only will they implant a GPS chip+antenna module, but also a wireless network chip+antenna module; PLUS a battery (which will last how long?), and constantly transmit via microwave-frequency networks which will probably give this guy some internal cookin'. Oh, and did I mention that batteries are notorious for throwing off uncomfortable heat?
