I don't know why you think that the data billing plans are a problem today -- all of the major carriers (in the US) have all-you-can-eat data plans. I use Sprint and get charged a flat fee no matter how many hours of Orb I use.

The only carrier blocking streaming data on their network is T-Mobile.

Most operators do have a flat rate fee, as of late. However, they aren't doing a very good job of selling the service to the average consumer.
