I'm wondering because the writer of that editorial seems to be selling the exhaust tracker as a timesaver but I've never really been annoyed enough by an emissions inspections to get a transponder strapped to my car. If you fail the tests, you have a certain amount of time to get your car up to snuff.  As a side note, Mercedes-Benz and a bunch of other car manufacturers are opposed to this since it would mean a considerably lower turnover on new vehicles due to higher costs associated with these boxes.  They say $39, but there's a lot more to this than just that little box. It's like the IPass system; its terrible! You get billed for going through toll boths you never went through. How can it be 100% accurate? Its a bad idea all together. It's not as strict as California (Cali opens up your hood to make sure all hoses and sensors are intact. They also make sure everything is original equipment, no aftermarket products that are illegal before they test for emissions).  Basically every two to four years, whenever your registration is expired, the state requires you to go to a testing station to check your exhaust emissions to make sure it's under the state regulations before you re-register your vehicle.  I personally think it's a waste of time, because most cars that fail are pre-OBD II.  Cars made after 1996 usually pass because they check the car's ECU for malfunctions.  Cars made before 1996 fail only becuase their catylac (spelling?) converter or o2 sensor fails.  And since the article is saying that 97% of vehicles pass emissions anyways, there's no point in putting that technology to use.  DEQ is only required for the more populated areas of Oregon. (Portland metro area, and very few cities in southern Oregon.)  Smart people who like to modify their cars or if their cars just will not pass usually have a family member or a trusted friend from a smaller city (i.e. Corvallis, Mollala, Newberg, Salem.) register their vehicle in that city, and just get new tags.  The only way around that is to either regulate the entire state to do emissions, or just cut it off completely.
