Because it doesn't. iTunes is handy if you're organizing 5000 single, disseparate tracks. However, if you're organizing by albums and other high level organization, it's a big pain in the ass. It also ate my iPod Shuffle for dinner, invited Quicktime to party over on my computer (no thanks), and generally full of bloat.
