A Christmas tree of cheap powerboards, if that was the case here, can indeed cause an electrical fire, but the power draw alone probably wasn't an issue.

I don't know exactly what proportion of electrical fires are caused by things beyond the control of hotel tenants (bad wiring in the walls, basically), but it's quite a lot of them.
