But also, Brazil has an industry promotion law that favors local development. That is, if you import a finished product you pay the full import duties cost, but if you produce it locally you as a corporation are exempt of a lot of taxes, and often don't pay import duties on the components used to assemble them.

That's why there's LCD, PC and other electronics assembly factories in Brazil. And that, gee, puts food on the table of a lot of Brazilians.
