I'm going to go out on a limb and say that bribery is probably very common with major companies in Korea. This could be a good thing that they are actually able to bring these charges while the company is so strong. After getting approval (because the F-15 is a kick-ass fighter) he changed the order to the crappy F-16s. He and the people who brokered the deal ended up pocketing the difference. After his term was over he was jailed for that and many other things. I forget his name and other details about it.
