A wm image needs to be customized for a device and typically the people doing the customization happens to be the device manufacturers, with input from the carriers (usually the input is fairly short; enable this, disable that, but for devices like the shadow that are highly customized for one carrier their input is far greater, to the point of joint development). Microsoft supports some BSPs (devices) out of the box so to speak, so typically little work needs to be done by the manufacturer. Still, it is the manufacturer that ultimately provides the image and if they don't want to the end user won't get it.

People who buy HTC branded devices likely will be able to download an update for free. They have always been pretty good about it. Tmobile likewise has made updates free for their branded handsets, but this takes a bit longer. AT&T and Verizon have typically been glacier slow at adopting new builds but it has been long enough since I have been with either of them that this may have changed. I don't recall any cell phone carrier charging for the update in recent memory. It is more a question of whether they will provide the update at all, and if so when.

josh

Comments on Windows Mobile 6.1 gets tweaked, mildly integrated into Windows Live

You can also go a different route and get a cooked ROM from the interwebz, if you don't like your warentee that is.

Phoenix

Comments on Windows Mobile 6.1 gets tweaked, mildly integrated into Windows Live

I've been running PointUI on my Mogul for a while now and I have to say I really hope Microsoft picks up on the project and pushes it into the mainstream.
