I mean, if we're talking about trying to help the average citizen avoid the "seedy" areas, then criminals will use this technology to judge where the those citizens are parking their cars now as a result of the system's suggestions. It also gives criminals information on what areas are being focused on by police, which is tantamount to tuning into the police radio frequency.

This just sounds like a bad idea all around. Imagine a GPS that you could hit a button when you spot a police officer and it sends it via internet to other GPSs. Then when you're driving you see on your GPS where other people marked police, and how long ago they were spotted (maybe symbolized by a fading color).
