Sony's is nice- the suction cup sticks pretty much anywhere- even on rough surfaces.

Or you can mail the governor and point out it's not 1950 and they should attach a rule to allow GPS, let them do their job and keep things up-to-date.
I say attachment because I'm guessing the law is to prevent those mexican situations where people have so much decoration on their window that there's not much room left to look through, so it serves a purpose as it is and they want to keep the rule.
