12ms is 83 fps, that is plenty for any game or movie. (You only need 80 fps, any more and it's not visible to the eye).

16ms is 62 fps, slightly unacceptable.

I don't see what logic they've followed in releasing this monitor with such a response rate though, particularly at the market they're aiming at.
