Are you serious? We all have the potential to be at fault from a paint scratch to manslaughter. That's why you buy insurance. What you are talking about is everyone taking out a bond and they don't work any better. You want to make it far then put a mandatory tax on fuel that is used for no fault coverage of all drivers and get medieval on bad drivers, suspend licenses and mandatory jail time for driving on a suspended. The problem (depends on how the gps was logged; I don't have that information) is that you can only figure out the average rate of change (AKA velocity) with the GPS logs, but the police can measure your instantaneous rate of change.<br><br>Example: You  drive at 20 mph for 30 minutes and then accelerate to 50 mph for 30 minutes. The gps logs would only show you going 35 mph. Email and word processing are very basic tasks and can be handled by either (and even linux)  Graphic design, I won't go there, except to say that any platform that has the tools should suffice.
