I've also loaded Vista 32bit basic on an old laptop (an IBM X40 and Dell x300) with 512mb of RAM and an old Pentium-M 1.2 and it runs MUCH MUCH better than XP. It's much more responsive but, you don't feel like it's an upgrade because you don't get the fancy effects.
You don't get much incentive for running basic Vista over XP if it comes down to paying for an upgrade. ...but, on a decent system it's definitely worth the upgrade to Home Premium or above.
