I haven't used WinMo's standard interface in over two years. XDA has a load of developers offering quite awesome GUI's for WinMo. The talent of the users on that site will take Android places also.

As for the app store look and rating system... ever looked at any rating system or list on the Internet. An argument could be made the Apple App Store list and rating system looks a lot like YouTube with the ratings.
