The issue is more of the limited capabilities of the device. If it had more PIM functions and a reasonable browser, it'd be unbeatable. P.S. if you're going to make 80% of your revenue on these data plans, why not sell the device for $20 instead of $100 - a much higher percentage of more people would be more likely to purchase a $20 device than a $100 device - especially on impulse.
