Wimax currently has no built in method for roaming authentication, such as the SIM card in your GSM phone. Since the individual subscriber units have only mac addresses, and possibly an ssl certificate as the unique identifier, it would be expected behavior that a subscriber unit valid in one city would work in another, as the only way for Xhom (or any other WiMax provider) implement roaming between cities would be for every city to be tied to a common authentication system.

Michael Cunnyngham

Comments on Sprint XOHM WiMAX networks reportedly active in other cities

There are no plans for roaming. It doesn't work like telcom networks but more like WiFi. Sprint is not the only one deploying mobile WiMAX. There are many small towns active with mobile WiMAX and there will be many more players in the US. The devices themselves support 3 spectrum, not just the Sprint spectrum.
