The X58 chipset is the first Intel chipset which breaks into the 24GB maximum memory barrier with its 6 DIMM DDR3 slots; the previous P45 chipset stopped at 16GB with its 4 DIMM DDR2 slots.

Perhaps if you already have a case, power supply and an optical drive, then thats possible to spec out an i7 machine at that price, but for a system from scratch including OS, the Dell is extremely hard to beat .

that case is piece of ****. But its cheap. Normal PC case costs around $60. A good one can be purchased for $100 or more, depending on your needs. If you plan to spend $200 or more, I recommend looking at Lian Li cases.
