I recently move cancelled my t-mobile even before my contract was due and they ported my number to O2 without any charges. It used to be 02 (UK) back in the day.  Unless 3 will be canceling their contracts with Orange, which in any case won't be happening anytime soon.  They normally lock themselves in for 2 years at least.  It's not out of the question, but I don't see this going ahead anytime soon.
