It has the colors of the Windows logo on it's 4-circle "Start" button, the taskbar is black and semi-transparent (Vista), and it looks like that is Vista's mouse pointer. The Home folder icon on the desktop looks OS X'ish, and that user icon on the bottom left looks Windows'ish. Startup on an ARM device is going to be long no matter what the device. They aren't meant to be turned on and off like your Computer.
