There were rumors of HTC making Tegra phone. And at the moment those are still rumors.
There have been no rumors of Samsung making Tegra device so far.
We know tegra will land in Zune HD. But that is the only Tegra device that has been officially confirmed at the moment, as far as I know.

You're right about the top 5 "cell phone" manufactures but the post specifically mentions the top 5 "smart phone" manufactures.

The top 5 smartphone manufactures are Nokia, RIM, Apple, HTC and Fujitsu (Until I just Googled it, I had no idea that Fujitsu made smartphones, let alone was in the top 5...)

Microsoft will continue to make the Zune standalone media players, and require 3rd party manufacturers to meet the same minimum specs, so that they can have a unified code base (and same Zune software).
