I bought the first storm and oh my gosh was it sluggish, VZW took forever to release OS upgrades. I had to resort to crackberry and hybrid OS's for it to work decently. I really wasn't sold on a touchscreen phone since I like physical keyboards.  However, the screen is so beautiful that I can deal with it.  I haven't noticed any of the sluggishness that you're talking about, but I know he's had problems with it up until this latest fw update.
