The TV License isnt the only source of income for the BBC, they have their commercial arm, BBC Worldwide that sells things such as top gear to other countries.

Hulu isnt available in the UK because of license issues. I wouldnt call it greed though, there's many things they have to sort out. Advertisers (as im sure not all US adverts are global brands). They have to make deals with the content providers.

On a side note, not sure how much longer BBC Worldwide will last as we know it. That idiot murdoch is saying it's too big, so instead of other broadcaster coming up to the level of the BBC, the BBC has to be brought down to theirs. Hulu isn't available in the UK because the US companies sell the rights to broadcast their shows in the UK to other companies, like ITV or the BBC, often weeks or months later than it was first made available on Hulu. I'm sure, if they really tried, the BBC could figure out a way to give international access to iPlayer on some sort of subscription basis. After all, we're effectively paying a subscription for BBC content (it just happens to be compulsory if you've got a television).

Also, I believe BBC Worldwide has some restrictions on what the money it makes can be used for, they can't just throw it in a big pot with the licence fee money and spend it on anything they like. They have made some mistakes though, like adopting resource-hog Realplay as their codec of choice, using 2MHz RF channels in it's network planning for DVB-T meaning the majority of HD will have to come by satellite attempting to keep the spectrally inefficient MP2 for DAB+.

I would pay, as long as it wasn't too high, but I then main problem is that the BBC already sells its shows to American networks, including BBC America (which is only part owned by the BBC), and those companies aren't going to cough up money for series that can already be watched on iPlayer. Thus iPlay would cannibalize the BBC's existing revenue stream from the States.

I don't know anyone who enjoys paying the fee (not that I have a problem with it myself, but you know, it's a FEE), until now when it can be used 'against' Americans in the most unusual way.

The license fee pays for all BBC channels.
Adverts pay for other free-to-air channels.
Everything else is paid for both by adverts and cable/satellite subscription charges.
