It's web based, the fact you look at it on your phone may just be a side-effect. It's probably meant for you to browse the store and manage your apps on your computer, and I'll just say anything's probably better then what google has set up right now.

Those are not bars. Those are send/receive activity arrows. When an upstream or downstream connection is active the respective arrow brightens.
