I own a HTC touch phone and have owned a WinMo 2003 pocket pc. Sad to say that the operating system has not been revamped since then. With the very strict requirements for WM7, as leaked early last year and more or less confirmed by the release of the HD2, that should be a thing of the past. Direct3D Mobile was poorly supported at best, with almost nobody shipping hardware accelerated drivers. Phones do shaders now, and there's no spec for a shader capable Direct3D Mobile. Sure they can use DX9 as a reference again, ditching Fixed Function support. The thing is, the mobile GPU vendors have OpenGL implementations running right now on the Linuxes, Androids, and custom OS's (Blackberry, iPhone OS, etc).
