Well, from the image I can tell you that it's a dutch traffic sign 'quiz'. Signs on the left and their meanings on the right.

In this case I assume you are supposed to link the sign with it's meaning on the right (they're shuffled). But like the article says, you could put anything on those cards. I assume this is just an example.
