Frankly, the whole tethering thing is pointless anyway. If any of the other phones had more than 1/10 to 1/3 the number of units that iPhone has they'd be locking them out too. I don't think iPhone owners and iPad owners will overlap.... personally the iPhone with it's nearly $100 phone bill (after uncle sam's cut) just isn't for me. I like my plain "stick" Nokia that's just a phone. On the other hand I'm definitely in the market for an iPad that has a REALLY cheap 3G data plan with no contract terms. Where I live and travel AT&T owns 3/4 of the WiFi hotspots and have switched them all to free. Even when they weren't free, if you had "a" AT&T contract you could use any of the hotspots for free.
