Even now, the Windows 7 Starter and Home Basic should be able to easily provide all that is needed for a tablet.
The problem with the current Starter (which is meant for Netbooks) is configuration restrictions.

W7 (any flavor) sucks for tablets because there is no way to reduce the latencies. People don't like latencies more than 50-100 msec in their UI experience. That is why HP tried to fix the laggy UI on the Slate by running a special application overlay that bypassed W7 and went directly to the hardware.
