The signal meter is crap. Check your db reading in your phones settings. Mine frequently says 1-2bars when I'm getting 60-65db of signal. Seriously, though, as long as you ground yourself before doing anything (and after sitting down), you're fine. I've handled a LOT of bare boards in my career and the only time I've ever zapped something was getting out of a car in winter and the device I was holding came between me and the door.
