I'm curious though, the ads state that it's $450, - $150 with new 2 year activation and -$100 via mail-in rebate. Do we get the mail-in rebate if we aren't starting a new contract or aren't upgrade eligible? I doubt it.

according to sprint: No. I am using tge upgrade my second line is eligible for, on my primary line, but the Sprint CSR I emailed, said that if I did that, I would not be eligible for the mail in rebate. She did go on to say that if that were the case, she would credit the $100 to my account. T-Mobile literally dropped service when I saw the city limits sign, and my wife's AT&T service drops calls left and right.
