The proximity of the conductors in a power strip also helps in achieving enough leakage to trip the breaker, even with purified water. A regular breaker won't trip by "leakage" current unless the current is significantly over the breaker's rating (15A or more). With that much current through water, you would likely see bubbles (lots of them) from the water splitting into hydrogen and oxygen.

A GFI breaker will trip if more than a few milliamps is detected between hot and ground, and regular water will trip a GFI breaker most of the time (that's the whole point).
