I am sure that anyone with a month of Java programming experience can easily whip up a chat program for Android with server and client functionality and then incorporate one of the many widely available encryption libraries to make the transfer secure. In fact, only a dumb as shit terrorist group would allow all of their communication to be sent via a third party server located in Canada no less.
