This is what I do, and my monthly bill is very cheap as all I need are a few hundred minutes. These days you can't get a smartphone without being mandated to add the data plan. A wifi only device would certainly solve that problem.

I could see the iphone without data, but the droid updates several accounts and downloads system updates automatically. Not to mention wifi on the droid isn't that good.
