Enchant Arcanum of Hyjal, available at revered with the Guardians of Hyjal. This should be pretty easy, as you'll hit revered by the time you finish questing in Mount Hyjal. If you bypassed Mount Hyjal during the leveling process, head there, quest until you hit friendly, and pick up a tabard.
Oddly, there aren't a lot of good options here until you get to heroics; your best bet is probably snagging the Helm of Reorigination from a quest in Halls of Origination.
Stormrider's Helm (heroic) The heroic tier 11 helm.
Helm of the Blind Seer (heroic) I actually don't know where this drops yet, but my guess would be Twilight Descent.
Stormrider's Helm (normal) The normal tier 11 helm.

Cluster of Stars Sold for 2,200 justice points.
Cowl of Rebellion Dropped by Vanessa Van Cleef in heroic Deadmines.
Preened Tribal War Feathers Yes, the guild BoA helm is actually pretty decent at level 85, although nobody will have access to it yet.

Willowy Crown (heroic) Dropped by Ascendant Lord Obsidius in heroic Blackrock Caverns. No spirit, however.
Mechano-Assembler Headguard (Horde) or Wax-Filled Hood (Alliance) A quest reward from Mo' Better Shredder or Siren's Song respectively in the Twilight Highlands.
Hood of Lost Solitude A quest reward from Last of Her Kind in the Twilight Highlands.
Hood of the Scorpion A quest reward from The Scepter of Orsis in Uldum.
Neck
This slot got kind of stupid. You have a lot of options if you're willing to use a caster DPS piece, and I've included them just because they're a serviceable substitute if you can't find a spirit piece. However, don't roll on them ahead of caster DPSers in your group.
Wyrmbreaker's Amulet (heroic) Dropped by Halfus Wyrmbreaker in the Bastion of Twilight.
Valiona's Medallion (heroic) Dropped by Theralion in the Bastion of Twilight; this one's nice just because of the stats on it, but don't roll on it over a caster DPSer, because it doesn't have spirit.
Wyrmbreaker's Amulet The normal version of the Halfus Wyrmbreaker piece above.
Quicksilver Amulet (heroic) Dropped by Karsh Steelbender in heroic Blackrock Caverns.
Dorian's Lost Necklace This appears to be a world drop in higher-level Cataclysm zones and dungeons; more of a DPS piece, though.
Valiona's Medallion The normal version of the Theralion piece above; again, more of a DPS piece.
Vicious Gladiator's Pendant of Meditation You won't get any use from the resilience here, but if you see it drop in Baradin Hold, it's still a pretty good piece with meaty intellect.
Amulet of Tender Breath (heroic) Dropped by Altairus in heroic Vortex Pinnacle.
Winking Eye of Love This isn't even in the game yet; it's assumed to be an updated version of the Winking Eye of Love dropped by Apothecary Hummel during the Love Is In the Air event in February.
Celadon Pendant Sold for 1,250 justice points
Vicious Gladiator's Pendant of Alacrity Again, I'm not fond of more DPS-oriented pieces, but what the hell; another drop from Baradin Hold unless you grind your way to it PvPing, although casters will probably kill you if you roll on it.
Acanthia's Lost Pendant (heroic) A zone drop in heroic Blackrock Caverns.
Tauntka's Necklace (heroic) Dropped by High Prophet Barim in heroic Lost City.
Heartbreak Charm Another updated drop from Love Is In the Air.
Eye of Many Deaths This is a BoE piece from jewelcrafting that I would expect to be terrifically expensive to have made for the forseeable future.
Pipefish Cord (heroic) Dropped by (well, technically found in) Neptulon's cache at the end of heroic Throne of the Tides.
Lightning Flash Pendant (Alliance) or Yellow Smoke Pendant (Horde) Rewards at Wildhammer and Dragonmaw exalted, respectively; caster DPS.
Pendant of Elemental Balance A very good piece available at honored with the Earthen Ring; this will actually tide you over until you get something better from heroics.
Tauntka's Necklace The normal version of Tauntka's, dropped by High Prophet Barim in Lost City.
Kuang's Locket of Secrets A BoE world drop from the higher-level Cataclysm zones and heroics.
Giltstone Necklace A surprisingly good quest reward from A Little on the Side in the Twilight Highlands.
Pendant of the Keep Dropped by Baron Silverlaine in heroic Shadowfang Keep; I'm not sure why this came in so far down the list, but would guess it's because the two secondary stats are critical strike and mastery.

Hide of Chromaggus (heroic) Another raid drop, but I'm not sure where; none of the data sites seem to have information on this yet.

Cloak
Enchant Enchant Cloak -- Greater Intellect
Oddly, there's not a lot of good stuff in early Cataclysm quests. Your best bet is the Blackrock Caverns quest piece until you get into Uldum/Twilight Highlands and more advanced 5-mans.
Shroud of Endless Grief (heroic) Not a piece with spirit, so I doubt you'll have priority on this over caster DPS. To be frank, it's really only the socket that's vaulting it over the next-best piece below; drops in the Bastion of Twilight or from Sinestra.
Drape of the Twins (heroic) Now this is a healer's piece! Drops from Theralion in the Bastion of Twilight.
Drape of the Twins The normal version of the piece above.
Ritssyn's Ruminous Drape Yet another non-spirit piece, but something that could potentially make you a lot of money. It's a BoE world drop from most higher-level Cataclysm zones and dungeons. To be frank, I wouldn't bother equipping it unless you absolutely cannot get anything decent in the slot. Sell it to a caster for a buttload of cash.
Heavenly Breeze Available for 1,250 valor points.
Haunt of Flies The caster DPS version of the badge cloaks, also available for 1,250 valor points; don't get it -- you should be getting the Breeze cloak.
Solar Wind Cloak (heroic) Dropped by Rajh in heroic Halls of Origination; a very, very nice piece (I've been trying to get it to drop for a while now).
Shadow of Dread (heroic) Dropped by Nefarian in Blackwing Descent.
Periwinkle Cloak (heroic) Dropped by Lady Naz'jar in heroic Throne of the Tides.
