The same way we can judge anything we haven't yet played -- with equal measures of faith, logic, and hope. Thus far, it's possible to judge the visual style of the game, what the developers are promising will be in the final game, and the mix of ideas represented in gameplay videos versus the ideas floating around in our heads from the first two. Given all of that, players can produce a remarkably coherent picture of what they're really hoping the game will turn out to be, even if that doesn't necessarily sync up too closely with what the game actually is.
