(USA) Steal of a deal? iPhone 4S for $250 no-contract

I have never posted any deals here, and this one is a bit out of my element because its an American deal that has hit my radar. It has to be pretty good for that purpose.

Right now it seems one can get a 16GB iPhone 4S (Virgin Mobile USA) at target for $250.


Compare this with Apple's $450 price for an unlocked 8GB iPhone 4S


Now here are the kickers that I can't answer right away, so just be wary of these:

1. I hear Virgin Mobile USA is a CDMA network, however I have also heard that the iPhone 4S contains both CDMA and GSM radios. I can't confirm either of these at post time.

2. I do not know Virgin Mobile USA's policy on unlocking iPhones (I know legislation in the US has been a bit weird around this subject lately)

If this "deal" is actually a dud let me know and I will remove this post.

There was no such thing as a 8gb iPhone 4S until a month ago. With the iPhone 4 the minimum became 16gb at launch and the 8 gb would come out a year or so later to finish off unshipped inventory by minimizing costs (8gb drive) and not affecting people who want new iPhones.

Therefore if you think of the laws of Supply and Demand, since there's more 16GB versions at retailers who just want to clean their shelves those prices are going to be more competitive than straight from the manufacturer who can afford to be more patient.

Virgin Mobile USA works off the Sprint CDMA network and the 3G speeds are kind of slow (unfortunately no 4G for the iPhone 4S). The plan prices are good though at $30 a month (on auto pay) per month for 300 minutes, unlimited texts, and 2GB of unthrottled data.

Kicker 1 is correct that this version of the 4S has both CDMA and GSM with SIM card but it is carrier locked and people are reporting that Virgin Mobile USA won't unlock it.

Found a link of someone claiming to unlock it without jailbreak but would need to be done prior to updating to IOS 7:
