Why does the water resistance of any product have a limit?

We see, it is always told that water resistant up to 1 metre for 30 minutes. Even with this device. So, I wanna ask, why is there a limit of time and depth? What do they have to do with the device's water resistance?

I am not too sure about phones, but for watches, there are certain ISO standards that you try and meet.

If its the same with phones, it is a minimum standard they are trying to reach. Tested to a certain time, and depth
