Comcast is not playing an evil villain. They are putting in place a proper control so in the future (years down the road) their fiber systems can handle heavier loads.
If you notice anything throttle from this, then you are probably doing something highly illegal. HD movies from Netflix won't be affective by this. Actually, you should be happy since it'll probably replace the 250Gb limit.
