Ok then, say a top-of-the-range DSLR has a maximum shutter speed of 1/12000 of a second (which it would never be able to use with a long lens, but we'll gloss over that for now). This is analogous to a frequency of 12KHz.
A low-end laser (and it's pretty unlikely they're using the cheapest of the cheap) can fire pulses of light at approximately 3GHz; the good ones can run up to 100THz (10femtosecond pulses).
So, given that a crap laser could fire off a quarter of a million pulses (on a bad day) in the time it takes the camera to move the shutter across the sensor once (never mind the time necessary to properly expose the sensor, but again we'll ignore that for now), do you want to reconsider your claim of bullshit?
The system must make use of the retro-reflective properties of imaging sensors, the same as in anti-cinema-piracy systems. It flashes a laser, checks for any reflections, and if it finds any then it flashes again to over-expose the picture.
Nah, it's only 'art' once they've turned it into an HDR, maybe 'chopped in a different sky or something.
At the moment, it's someone who stuck their camera on Ap mode, and left the 50mm F1.8 as wide open as they can.

Of course, if I was being cynical I might suggest that dropping the European price is a cunning ploy to reduce the value of sales in the EC without dropping the number of units sold; the idea would be to limit the size of whatever fine the EU dreams up for MS the next time they're short on cash.
But I'm not cynical. Oh no.
What this needs is some third-party development, like the Google Maps Flight Simulator, but for massively-multiplayer FPS deathmatches on a global scale...

"I commonly need to boot a system from an external disc and take a snapshot of the host system. I also then need to burn a copy of the image to a DVD. While I can do it with two separate external devices, and two power supplies, and two I/O cables, it'd be nice to find a small dual-drive enclosure. It would need to have USB, eSATA, and FireWire. Either slim-line or half-height bay for the optical burner would be fine, and space for either a 2.5- or 3.5-inch hard disc. Any ideas?"
