This is a good first step. Teen drivers are dangerous , just as very old drivers are. However it is for different reasons. Thing is, by using a handsfree, you get another hand to help with the steering wheel. But most of the accidents are not caused by the drivers inability to physically move the steering wheel. It is because their brain is multitasking an not giving full attention to the road. Hence, handsfree is still very dangerous and has been proven in at least one study I know of. As is putting on makeup, playing with your IPOD, stereo, etc. I assume what happened is that this is a compromise. There were no doubt some that were pushing a full ban, but this is all the votes they could muster. There should be a reduction, but it will not be dramatic until they get peoples full attention back on the road.
