The defining sentence is in the "Guaranteed WINNER" section; "This insures that every play with a WINNER FATE will receive a prize".

Also, if you notice, both the Guaranteed Winner AND Loser say "This option is required by law in some areas". This is due to gambling/amusement laws that require actual chances.

The game's logic works like this:

The WINNER PERCENTAGE setting decides how often a winning and losing turn happen, or FATE as they say in the document(0%, 50%, 100%, etc).

The GUARANTEED LOSER setting is the pressure which the claw is set to ensure the item drops early when the fate is a "losing turn".

The GUARANTEED WINNER setting is the pressure which the claw is set to ensure the item does NOT drop early when the fate is a "winning turn".
