And a thief can simply break your window and drive away your vehicle with the keys... happened to my bosses wife in Atlanta.
Greed had nothing to do with it. It's safety standards and emissions requirements that seem to get in the way. Not to mention that whole creature comfort thing.
Anyone too poor to afford to buy the converter box shouldn't be at home watching TV anyway.
