The iPhone uses the new version POWER VR 3.
So yeah the iPhone should be better than Dreamcast since it's graphics tech is based of a more advanced version of the Dreamcast GPU.

a "GAME PAK" was never called a "Cartridge" or a "Nintendo Tape" it was always a "Game Pak" in Nintendo documentation.
So I doubt this would happen.
