Give bailouts to debtees to pay off debts, instead of giving it to the debtors (banks). That way the debtors still get the money in the end, the foreclosure crisis is averted and consumer debt is reduced so that consumer spending can increase and thus stimulate the economy.
Instead of bailing out the banks' debt, bail out taxpayers' debt. It can still go directly into the banks (that is, after all, who the debt is to), but this way taxpayers' financial burdens are alleviated, the foreclosure crisis is averted and consumer spending will increase.
Use the bailout to buy out taxpayers' debt, that way foreclosures can be avoided, consumer spending will increase and the banks still end up with the money.
Give debt relief to citizens rather than banks. If the relief can only be spent eliminating debt, this will stop foreclosures and increase consumer spending all while still giving the banks the money, albeit indirectly.
Give the bailout to folks with dept, exclusively for the payment of debts. That way the banks still get the money, consume debt is dramatically reduced and foreclosures are avoided. Along with consumers then having more spending money, which should stimulate the economy.
