Do you not realize that as General Smedley Butler said "War is a racket", and that 9/11 ultimately led to two extremely profitable wars. Cheney's Halliburton profiteering netted him a sweet $36 million up to his election, and after it gained $8 million in stock options (but the spotlight on that profiteering in an election year forced him to give it to charity for public image reasons).
War is mighty profitable and the only way to guarantee you can get a war started is to stage an attack or goad an enemy to attack you.
