Cooling isn't for the cops or their private parts. Cooling is in te storage compartiment -- the car may also be used to transport transplant organs; quite a lofty reason for speeding, legally ;-]

#2, the reference to FLlW is correct. But it isn't terracotta tiles, but 'textile blocks', re e.g. the Ennis-Brown house on the LA hills. And, Prarie-style exterior ... that's pushing it a bit...
Well, probably it's not just the labor cost. Assuming one can claim to have to pay later due to the admin latency, interest over such an amount can be reward enough for the payer to fund some IT staff to care a bit less than usual. And IT staff are probably never instructed to care about the amounts on tape/disk or they could get too nervous in the first place..! Security by obscurity helps (a tiny) little here; what if the techies would have known they have such huge sums at hand to tinker with ..?

... forgot to mention the pictured chair is a Red And Blue chair from Rietveld (early 20th C!) ...? Although, red and blue aren't necessarily accurate descriptions in this case. Hope the producers checked licensing with Vitra...

So... why not develop this into a voting system; all cars to be fitted with an anonymous but nombered (or so) opticon device and the street with most buttonpresses gets the green light first.
Of course; can be defrauded etc., think also of 'starvation' issues (to be solved from the algorithms of CPU scheduling), but would 'relieve' a crossing of the most pressing traffic.
Where am I heading... don't know so will stop now.
