TV's don't upscale, they just use less pixels. The difference in an upscaling DVD player is that it is has specially designed algorithms that do put in data that isn't there. (Some TV's actually do a fair amount of upscaling themselves, but that is beside the point)

The boxes are probably already heavily subsidized. There is no way a set top box capable of streaming live video costs less than $50. I would estimate $100-$200, with the enhanced model having a $10-20 extra cost.

Actually, capacitors are connected directly to the ic board, the chip is another component entirely. You can check this by opening up any computer, all the cylindrical parts are capacitors.
