No, it's "effect a change"; as in, to make a change so.

Free things!
Free stuff plz.
I'd love some free stuff.
Conceivably, I suppose they could block your phone. I'm speaking from a UK perspective so I'm not sure if this applies, but over here, if your phone gets stolen then you can supply the IMEI to the police and the four major networks will blacklist it so the phone can't connect. It's meant to discourage stealing mobiles because they'll just get blocked. That's why you shouldn't hand out your IMEI number without a good reason.
Perhaps someone could answer a question I have about all this.

Presumably, when you buy a $500 iPhone, that's not the full retail price — your contract with AT&T has a subsidy of some sort, rather like when you get a free cellphone but then pay for it by signing up to a two-year contract?

Would it then not be in Apple's interest to prevent people unlocking their iPhones as they would be losing a huge amount of money through lost subsidy costs?
WON'T SOMEONE PLEASE THINK OF THE LITHIUM IONS?
Hmm... Seeing as the Core 2 Duo Xeon that the Mac Pros use is a 64-bit chip, does that mean that you'll need to buy the 64-bit version of Windows? Or can Parallels and Mac OS X use the 32-bit version just fine?
There's an option to do this on your iPod; just go to Settings > Audiobooks and you can choose to speed up or slow down audiobooks (and presumably podcasts, by extension) by 25% without affecting the pitch.
So, when you say "drop", you mean "release"...? Typically, when an item is 'dropped', I imagine that to mean 'no longer sold', as in 'dropped from a product range' – i.e. the opposite of what is meant here.
Let the hive mind of Engadget get that for you.
"I just switched to Sprint from Verizon about three months ago for the Pre. Then I went for the Hero about a week ago. Now, I miss my hardware keyboard and am thinking about switching to the Moment. I am still able to switch back to Verizon if I want and get the Droid when it arrives. Should I just trade up to the Moment when it comes out, see if I like it, and if not switch to the Droid? Or something else entirely? Help!"
