This is a triangulation scheme where the cell site tells you where you are quicker than regular GPS lock. Don't get too excited about this as it is highly inaccurate. This was a quick fix by the carriers to get E911 up and running a few years ago. So yea, if you have three cell sites nearby you can get a quicker lock on where you are. If you live in the outlying areas- forget it.
