Is there a way to get custom alert / ring tones onto an iPhone without iTunes (and without a jailbreak)?
As far as I can tell, there's only one thing left that you really need iTunes for: adding custom ring tones or alert tones to your device. At the moment, third party apps won't let you automatically add these to your device. Short of purchasing a tone through the iTunes app, you're out of luck.
Is there a way to do this without iTunes? Potentially through something like Phone View?
First you need to create or obtain the alert or ring tone. This can be pretty easily done via iTunes or Garage Band. Second, you have to get the new into your iPhone. Again, iTunes works well here. This method certainly required iTunes.
Or Not to Use iTunes
You could also use one of many apps like "Ringtone" or "Ringtone Designer Pro" (both get pretty good reviews) to create a ringtone or alert right on your iPhone.

Basically, it creates a ringtone, and stores it in their documents folder -- which you need to use iTunes to extract and then put into the ringtones section of your phone. Ringtone, Ringtone Desiger Pro, and other iOS apps can't actually install a proper ringtone on your iPhone. They can create it, but you need to manually add it through iTunes.
1) Settings> General >Accessibility> (turn on) Custom Vibrations
2) Settings>Sounds>Vibration Patterns (should be at the bottom)>Alerts> Vibration>Custom
3) now just tap away in the pattern you want you can then save it and assign to anything that will allow you to associate a sound with it.
