Whats the best android low-end smartphone?

There's a huge number to chose from -- it most likely depends on your location, budget, and choice of network.

If you're in the United States, check out the HTC Wildfire. It's relatively cheap out of contract (something like $200... and unlocked!):

I'd say go with one of the LG Optimus phones. They have a variant on every carrier. My roommate has the Optimus V on Virgin Mobile and loves it. It's a great low end phone and you can get it new for under $200 on eBay or used for well under that.
